What is CEFR?

CEFR stands for the Common European Framework of Reference.
CEFR is a guideline used to describe achievements of learners of foreign languages across Europe and, increasingly, in other countries. It was put together by the Council of Europe as the main part of the project “Language Learning for European Citizenship” between 1989 and 1996.

Its main aim is to provide a method of learning, teaching and assessing which applies to all languages in Europe. In November 2001, a European Union Council Resolution recommended using the CEFR to set up systems of validation of language ability. The six reference levels are becoming widely accepted as the European standard
for grading an individual’s language proficiency. In respect of English
language assessment, Cambridge Assessment Englishare in charge of the English language aspect. 

What do these levels mean?
C2: Proficient in English
C1 : Can use English with a degree of complexity
B2: Is functional in English
B1: Is semi-functional in English
A2: Finds it difficult to function in English
A1: Cannot function in English

What do CEFR levels mean in respect of the work arena?  

Cambridge English: Business Higher  - CEFR Level C1 Shows employees or job applicants 
have the level of Engish required for  demanding professional settings and can:  

  • communicate effectively at managerial level
  • participate with confidence in workplace meetings 
  • express themselves with a high level of fluency 
  • follow an academic business course at university level 
  • carry out challenging research
Cambridge English: Business Higher  - CEFR Level B2  Shows employees or job applicants 
have the level of Engish required for  demanding professional settings and can:  

  • write short pieces of business correspondence, reports or proposals 
  • read extracts from business publications 
  • listen to, understand and contribute to discussions in meetings 
  • ask for factual information and understand the answer 
  • give a simple prepared presentation on a familiar topic  
Cambridge English: Business  Preliminary - CEFR Level B1
An intermediate level qualification  that shows employees have a level of English that is suitable for practical  everyday use in a business environment  and can:  

  • read short messages
  • interpret charts
  • write short emails
  • follow short telephone conver sations and discussions 
  • talk about business-related matters
